
HACP was established in 1968 as the city’s public housing authority. While we are currently known as Housing Alliance and Community Partnerships, we have previously been known by the following names: Housing Authority of the City of Pocatello and Pocatello Housing Authority. HACP was established as a result of Idaho Code 50-1905. HACP is an independent public body governed by a five-member board appointed by the Mayor of Pocatello.

Our Mission and Vision Statement
The mission of Housing Alliance and Community Partnerships (HACP) is to provide safe, quality, and affordable housing opportunities throughout southeast Idaho. We primarily serve underserved populations—including low-income individuals and families, seniors, people with disabilities, and those experiencing homelessness—while remaining responsive to the housing needs of all residents in our region.
HACP strives to:
1. Lead community efforts to expand affordable housing, education, and collaboration across public, private, and nonprofit sectors.
2. Promote self-sufficiency, employment, and accountability through the programs we administer.
3. Support the personal and professional growth of HACP’s associates to strengthen service delivery.
4. Manage our resources with integrity, transparency, and efficiency.
5. Build partnerships that increase access to safe and sustainable housing for the people of southeast Idaho.
