About the Program

HACP manages multiple Multi-Family apartment complexes:

Portneuf Towers

El Rancho Heights

Franklin Heights

Hawthorne Terrace

Swisher Terrace

Stockman Terrace

Rexburg Plaza

Funded using subsidies from HUD, the majority of these properties are open to qualifying members of the public. These project-based subsidies are based on 0-30% of income.

Please Note: Individuals under 18 years of age are not permitted to reside at Portneuf Towers.

Depending on a family’s income, there may be a basic rent rate or the market rent rate (as set by HUD).

Utilities are included in these rent rates.

To be eligible for tenancy at one of these complexes, families must qualify under the HUD established income limits and meet the other criteria for eligibility as set by HACP.

*The waiting list for each of these properties is 3 to 12 months depending on resident turnover.
